CCE / RWTH International Academy Joint Safety Assessment Training Program

Cosmetics Consultants Europe (CCE) is an association uniting consultant working in cosmetics, cosmetic ingredients & borderline industries. The RWTH International Academy-Aachen is a German university with ‘Excellence’ status.

Both entities joined their forces to create a Safety Assessment Training, which will enable participants to perform a safety assessment for cosmetics according to Annex I of the EU’s Cosmetics Product Regulation 1223/2009. Teachers from the RWTH University will provide a solid science background, the industry professionals from CCE will contribute their hands-on experiences from doing safety assessments, from being challenged by authority inspectors and from cooperating with EU Commission entities.

A training program was created, which is founded on profound teaching and on continuing practical support. The first part, cosmetics safety assessment, will be implemented in 6 training modules, each consisting of 4 webinars and 1-day on-site. It will lead, upon successful termination, to a scientific certificate as well as to academic credit points. Ongoing support is provided through additional training modules and seminars, which will be developed based on students’ feedback or on new, upcoming regulatory and scientific challenges. The first program step is educating cosmetics safety assessors; yet, a university study on safety assessments for regulatory affairs leading to an academic degree is scheduled to be implemented in the 4th Quarter (Q4) 2020.

The first module was scheduled and will be provided in Q2/2020; the other 5 modules will follow between Q2 2020 and 2nd Q 2021. Topics for the first module are:

• Annex I of Regulation (EC) 1223/2009 – Cosmetic Product Safety Information (CPSI) and Cosmetic Product Safety Report (CPSR)
• Information Requirements
• Raw Materials, Ingredients
• Specifics for Fragrances
• Ingredient Descriptors (INCI, EC, etc.)
• Impurities’ Sources and their Relevance for Product Safety
• Raw Material Criteria
• Raw Material Sources – Manufacturing Processes
• Intrinsic Properties of Substances
• Substances from different Origin
• Impurities from Manufacturing and their Relevance for Product Safety
• Practical approach on how to do a raw material safety assessment – data collection, data research, impurity status, documentation
• Evaluation what is mandatory, supportive and pertinent information
